NLVaxPass: List of Places Where COVID-19 Vaccination is Mandatory in Newfoundland and Labrador Starting Oct 22nd

N.L. government released the details of the province’s vaccine passport today.

Like Quebec’s vaccination passport, two applications, NLVaxPass and NLVaxVerify will be available to download through App Store or Google Play Store starting October 8th.

Vaccine passport will be mandatory in the province starting October 22nd.

 

NLVaxPass

NLVaxPass, a COVID-19 vaccination record in the form of a QR code, is for residents for presentation and to gain access to places requiring mandatory vaccines and NLVaxVerify is for businesses to verify the authenticity of the digital pass.

NLVaxPass will convert vaccine information into a QR code and store it in a digital wallet. After the QR code is generated, one can also print/view a PDF copy or request a copy via mail.

Those who do not have access to technology or family/friends to assist, may call 1-833-951-3859 to request a printed copy, or visit their local public library.

To access a business or venue for non-essential and recreational activities, residents 19+ will also have to show photo identification in addition to the NLVaxPass record. For those fully vaccinated between the ages of 12-18, proof of identity can be in the form of a birth certificate, MCP card, or other identification that includes their name and date of birth.

Province says those with exemptions due to specific medical reasons will also be issued a COVID-19 vaccination record QR code. The government is yet to announce more details of this program.

NLVaxVerify

Businesses can use NLVaxVerify for confirmation of proof of vaccination. This application will indicate whether conditions have been met for successful proof of vaccination and entry to the business after scanning the QR code.

Visitors to the province can show vaccination records from their home province, territory or country along with an identification card.

Unlike many other provinces, N.L. is also making vaccines mandatory for people working at the locations where vaccination is mandatory for access starting December 1, 2021.

Places Where Proof of Vaccination is Required:

Proof of COVID-19 vaccination or an approved medical exemption is required to access these places:

  • Gatherings of any size that are hosted at a recognized business or organization, a rental room, community centre, or other venues used to host gatherings (e.g. weddings, funerals, birthday parties, baby showers, faith-based gatherings)
  • Arenas
  • Indoor gyms and fitness facilities, yoga studios, and dance studios
  • Places where sports or recreational activities are practiced indoors
  • Places where group music, art, dance, and drama activities are practiced indoors, including bands, choirs, dance and music classes
  • Indoor entertainment facilities (arcades, trampoline parks, bowling alleys, billiard halls, golf, laser tag, indoor playgrounds, and paintball)
  • Bars and lounges
  • Restaurants (indoor seated dining only; does not apply to outdoor patios, take-out, delivery, or drive-thru services)
  • Cinemas and performance spaces
  • Bingo halls
  • Personal service establishments including spas, esthetic services, hair salons, barber shops, body piercing, tattooing and tanning salons
  • Car dealerships
  • Long-term care homes, personal care homes, assisted living facilities, community care homes (visitors and staff only; does not apply to residents living in these settings)

Places where proof of vaccination is not required:

  • School-based activities that take place during day
  • Before and after school programs
  • Child care
  • Post-secondary institutions
  • Retail stores, shopping malls, and public markets
  • Health care facilities, including private health clinics
  • Community agencies offering essential services (e.g. Family Resource Centres, shelters)
  • Taxis and public transit
  • Hotel and bed and breakfast accommodations
  • Places where government and other public services are offered (e.g. public libraries, Service NL)
  • Financial institutions
