The City of Toronto’s Economic and Community Development Committee is set to consider a pilot program that permits the consumption of alcohol in 20 city parks.

The proposed program, to run from August 2 to October 9, will enable residents and visitors aged 19 and over to responsibly consume alcohol in selected parks, identified through consultation with local councillors.
This program, proposed after Toronto City Council’s motion in May, directed city staff to develop a strategy allowing personal alcohol consumption in certain parks during the summer and fall. The team was tasked with consulting interested councillors, shortlisting suitable parks, and proposing a recommended approach, including necessary bylaw amendments.
In this pilot program, which draws on public health advice, public safety considerations, and experiences from other Canadian cities, park-goers are expected to adhere to all applicable legislation.
Selling or serving liquor still requires a permit and licence, and park users must comply with the provincial Liquor Licence and Control Act, 2019.
Throughout the pilot, bylaw enforcement officers will educate park users about the rules and conduct regular visits. In partnership with Toronto Public Health, the city aims to promote safe alcohol consumption. The proposal awaits final approval at a council meeting from July 19 to 21.
