The Fraser Institute’s latest look at Ontario’s high schools offers a fresh snapshot of how schools across the province are performing—and how much they can change over time.

Report Card on Ontario’s Secondary Schools 2025, the rankings compare 747 public, Catholic, and independent schools using a set of academic indicators drawn from the latest provincewide test results (2023-24):
- The average level of achievement on the grade 9 EQAO assessment in mathematics.
- The percentage of Ontario Secondary School Literacy Tests (OSSLT) written by first-time eligible students that were successfully completed.
- The percentage of Ontario Secondary School Literacy Tests written by previously eligible
students that were successfully completed. - The percentage of all the completed tests written by students at the school that were assessed either as unsuccessful (OSSLT) or below the provincial standard (grade-9 math tests).
- The difference between male and female students in their average levels of achievement on grade-9 EQAO assessment in mathematics.
- The difference between male and female students attempting the OSSLT for the first time in their rate of successful completion of the test.
According to Paige MacPherson, a senior fellow with the institute, the goal is to give families accessible information that isn’t easy to find elsewhere.
A key theme in this year’s report is that improvement is possible in every corner of Ontario. Several schools stand out for significant gains. Georges-P.-Vanier in Hamilton, for instance, rose from 2 out of 10 in 2018 to 7.1 in 2024, placing it among the province’s fastest climbers. Toronto’s Central Technical School also showed notable progress, increasing its score from 0.2 to 4.2 over the same period, even though 29.7% of its students have special needs.
Other schools improved as well, including Abbey Park in Oakville, which moved from 8.1 to 9.3, despite 13.9% of its students being English Language Learners.
MacPherson says the findings dispel the idea that performance is predetermined by student demographics or school type. Instead, the data show that schools serving diverse communities can, and do, make gains.

Greater Toronto Area schools dominate the top 25 list.
Four Ontario high schools share the top spot in the latest rankings, each earning a perfect 10/10: St. Michael’s Choir School in Toronto, St. Augustine in Markham, St. Robert in Thornhill, and St. Therese of Lisieux in Richmond Hill.
Ursula Franklin Academy in Toronto follows with 9.7, while Pierre Elliott Trudeau in Markham scores 9.5. Olive Grove High School in Mississauga ranks next at 9.4.
Five schools tie with 9.3: Abbey Park, Cardinal Carter-Arts, Gaétan Gervais, and Iroquois Ridge in Oakville, along with another Toronto school, rounding out the province’s highest-performing group.

The Fraser Institute advises against using the rankings as the sole criterion for school selection, suggesting a more holistic approach to evaluating educational opportunities.
The Fraser Institute says these metrics are crucial because they provide insights not only into schools’ current performance but also into their trajectories of improvement or decline over time.
