To address parking issues at popular waterfront destinations, the City of Pickering introduced a permit parking program in 2022. The program aims to regulate parking and ensure parking spaces are available for visitors and residents. The program will return in 2023 from May 1 to October 1, and it includes paid parking at all City waterfront parking lots and restricted/paid parking on selected waterfront-area streets.
Pickering residents can register for a no-charge permit, allowing them to park at waterfront parking lots and on-street permit parking on waterfront area streets. They can register multiple vehicles as long as the ownership is registered to their address.
The program applies to all City waterfront parking lots, such as Liverpool Road, Progress Park (Front Road), Beachpoint Promenade, and Annland Street parking lots. There are clear signages that indicate all areas where permits or payment are required.
On many residential streets, the first two hours each day (Mon-Fri 9 am-5 pm) are free, but a parking session must be initiated to obtain the two hours of free parking. However, this does not include municipal lots.
The hourly parking rate is $2.50 per hour, Monday to Friday, between 9 am and 5 pm. Parking can be obtained in increments as small as 15 minutes. The rate increases to $5.00 per hour after 5 pm and all day on weekends, with a maximum parking time of six hours per session. The app provides the total charge before finalizing the transaction.
Seasonal Parking Permits are available for purchase at $165.00 plus HST, expiring on October 1st. Monthly passes are also available at a cost of $60.00 plus HST.
Both permit options (paid for non-residents and no-charge for residents) are accessible via the HotSpot Parking website or app, which can be downloaded from Google Play or Apple App Stores. Non-residents can create accounts to purchase seasonal or monthly permits or pay for hourly parking. Paid hourly parking can also be done by scanning the QR code on the HotSpot Fast Tap parking signs.
Vehicles bearing accessible parking permits or veterans’ plates can park in City waterfront lots or on waterfront area streets at no charge and without having to register for a permit or create a parking session on HotSpot, with a maximum parking time of six hours per session. They are exempt from the paid/permit parking and will not be ticketed unless parked in contravention of a parking regulation other than the Waterfront Paid Parking.
The city says the waterfront area will have dedicated enforcement staff patrolling City waterfront parking lots and waterfront area streets for compliance with permit parking requirements and prohibited parking areas. The enforcement staff will work seven days a week from 9 am to 10 pm, including statutory holidays.
Vehicles parked without a permit or not having a valid parking session will be subject to a parking ticket with a set fine of $75. This measure will ensure that parking spaces are available for visitors and residents, while also controlling parking in the waterfront area.

2. From the menu on the left side, Click vehicle and add your vehicle information
3. Select Permits from the menu on the side
4. Select Special Permits and enter Pickering
5. Upload a photo of MTO Vehicle Ownership Information
6. You will receive a confirmation email that your registration will be processed
7. Your registration will be reviewed, and if approved, your permit will be
automatically assigned. You will receive an email confirming.
8. If your permit is not approved, you will receive an email advising of the refusal.
