Health Canada Says Thousands Incorrectly Approved for Canadian Dental Care Plan

Health Canada has acknowledged an administrative error affecting a small number of participants in the Canadian Dental Care Plan (CDCP), which provides affordable dental services to millions of Canadians. The department said the issue involved miscalculations of income that affected eligibility determinations and co-payment levels.

In a statement issued on October 21, Health Canada said it remains committed to ensuring that publicly funded programs, such as the CDCP, are managed with integrity and in line with eligibility criteria. The department confirmed that a system correction has been made to resolve the problem.

According to Health Canada, approximately one percent of CDCP’s active members, around 70,000 individuals, were impacted. Of these, about 28,000 had already received dental care under the plan as of October 3. Starting October 17, the federal government began notifying affected participants about adjustments to their coverage, which will take effect on October 24, 2025.

The department clarified that affected individuals will not be required to repay any amounts previously covered by the plan or differences in co-payment for services received before that date.

Health Canada encouraged CDCP members to create a My Service Canada Account (MSCA) to stay informed about updates related to their coverage. Members can also contact the dedicated CDCP line at 1-833-537-4342 or visit a Service Canada Centre for assistance.

The statement also reminded oral health providers and plan members to verify eligibility before each visit and billing, as coverage may vary during a benefit period.

Currently, more than 5.5 million Canadians are enrolled in the CDCP, with over 3 million having already accessed care through the program.
