Winnipegers could be penalized and imprisoned for not obeying City orders

The City of Winnipeg is launching Community Service Ambassador (CSA) program to encourage Winnipegers to comply with Public Health Orders. The CSAs will be deployed mainly at public parks, open spaces and other places where people tend to crowd. CSAs will create awreness regarding closure of City amenities as well as the safety and health regulations in place. They will not issue tickets.

Winnipeg will also use its By-Law Enforcement Officers to enforce the City orders. The By-Law Enforcement Officers will be authorized to hand out warnings and appearance notices. This could result in imposition of penalties of up to $1,000 and up to 6 months imprisonment for not respecting City orders. These orders will be effective Saturday, March 11.

The City of Winnipeg has already prohibited access to the below locations in the City-owned parks:

    • Skateboard sites,
    • Play structures,
    • Picnic shelters,
    • Outdoor barbeques, and
    • Athletic and sports fields, pitches, diamonds, greens, courts or similar areas.

As part of ‘Operation Safe Apart’ pandemic public health enforcement strategy, Manitoba government will fine individuals and businesses at the rate of $486 and $2,542 respectively if they violate public health orders.
