Making Ends Meet: Top Canadian Cities for Affordable Couple Rentals on Minimum Wage

A recent analysis by Zoocasa has highlighted a widening gap between the minimum wage and the soaring rent costs across Canada, placing a significant financial strain on low-income earners, even affecting couples looking to rent.

 

32% Guideline:

According to Canadian Mortgage and Housing Corporation guidelines, housing costs should not exceed 32% of an individual’s income. However, for many cities in Canada, adhering to this rule is increasingly challenging.

For instance, in Vancouver, where the minimum wage is $17.40 per hour, a full-time worker’s budget for rent caps at $905 per month. Yet, the average rent for a one-bedroom apartment is a staggering $2,690. Toronto exhibits a similar disparity, with average one-bedroom rents sitting at $2,500, far beyond the $860.60 affordable on a minimum wage of $16.55 per hour.

Even in more affordable cities, such as Edmonton and Regina, rents surpass what minimum wage earners can comfortably afford. In Edmonton, the average rent for a one-bedroom apartment is $1,360, nearly double the affordable $780 based on the minimum wage of $15.00 per hour.

Affordability of rent for couples on minimum wage:

As part of the affordability report, Zoocasa conducted an analysis to determine whether two individuals, each working full-time at minimum wage (37.5 hours per week), could afford the average rent for one and two-bedroom apartments by each contributing 32% of their income.

The analysis aimed to establish what is deemed “affordable rent” for a couple earning minimum wage.

The study which used rent prices from Zumper, with data recorded in October 2024, reveals that in urban centers like Vancouver and Toronto, couples would need to earn substantially above minimum wage to afford a two-bedroom apartment.

  • Vancouver: To afford a two-bedroom apartment priced at $142,500 annually, each partner would need to earn $36.54 per hour, totaling a combined income of $142,500. The city’s high rental costs are significantly above what two minimum wage earners can manage.
 
  • Toronto: A two-bedroom apartment requires a couple to earn $120,000 per year combined, or about $30.77 per hour each, to avoid surpassing the recommended housing expenditure threshold.
  • Windsor: The rent for a two-bedroom apartment here is $1,690 per month. However, to stay within the 32 percent guideline, a couple would need an income of $63,375 annually. In contrast, the combined income for a couple earning minimum wage is only $58,500.
  • Calgary: The average rent for a two-bedroom apartment is $2,160 per month, requiring a combined annual income of $81,000 to fit within the 32 percent housing rule. A couple earning Alberta’s minimum wage would bring in approximately $58,500, far below the necessary threshold.
  • Edmonton and Winnipeg: In these cities, the rental costs are somewhat lower, yet the income from minimum wage jobs still falls short of the required amounts. In Edmonton, for example, a two-bedroom apartment costs $1,630 per month, necessitating a combined income close to $61,125, while the actual earnings of a couple on minimum wage would be around $58,500.
  • Saskatoon & Regina: A two-bedroom apartment rents for $1,480 per month in Saskatoon and $1530 in Regina. Couples on minimum wage earn a combined $58,500 annually, surpassing the annual income required to meet the 32 percent rule, making it the only two major cities in Canada where couples on minimum wage can afford a two-bedroom rental.
  • Single Bedroom Rentals: Among the analyzed cities, only couples looking to rent in Edmonton, Calgary, Halifax, Winnipeg, Quebec City, Montreal, Windsor and St. Catharines can afford to rent single bedrooms on minimum wage in addition to Regina and Saskatoon.

The study highlights stark reality. Couples earning minimum wage across Canada often cannot secure affordable two-bedroom apartments without exceeding the advised threshold of housing costs. This economic pressure is illustrative of the broader issue of housing affordability in the country.
