What to Know About the Free Canadian Dental Care Plan Proposed in 2023 Budget

The federal government is fulfilling its commitment to the NDP and plans to provide free dental care to Canadians earning less than $70,000 by the end of 2023.

In March of 2022, the Liberal Party and the NDP entered into an agreement through which NDP promised to support the current minority government until the Parliament rises in June 2025. As part of that deal, a new dental care program for Canadians was announced, which would be restricted to families with an income of less than $90,000 annually.

 

To bridge the gap until a government-funded dental plan is implemented, Ottawa started providing direct and tax-free payments to eligible parents or guardians to cover dental costs for children under 12 through the Canada Dental Benefit.

Now as part of 2023 federal budget, the government has allocated $13 billion over five years and $4.4 billion ongoing to implement the Canadian Dental Care Plan which will provide free/low-cost dental care for modest-income households.

The plan aims to provide dental coverage for uninsured Canadians with annual family income less than $90,000, with no co-pays for those earning less than $70,000.

The Canadian Dental Care Plan will become available to uninsured Canadians under 18, persons with disabilities, and seniors by the end of 2023. The plan will fully cover all uninsured Canadians with an annual family income under $90,000 by 2025.*

Furthermore, the government has recognized that factors such as living in remote communities or requiring specialized care due to a disability can prevent Canadians from accessing dental care. To address this issue, Budget 2023 proposes to establish an Oral Health Access Fund of $250 million over three years and $75 million ongoing to complement the Canadian Dental Care Plan. The fund aims to reduce barriers to accessing dental care, especially in rural and remote communities, and to address oral health gaps among vulnerable populations.

According to the budget document, the Canadian Dental Care Plan will be administered by Health Canada, with support from a third-party benefits administrator, and will begin to provide coverage by the end of 2023.

      I would like to know if i can get those snap in dentures for free once this new dental coverage kicks in by the government. I am on a PWD right now. I have been without top teeth and the few i have on the bottom need to come out soon. I can’t afford to pay what PWD doesn’t pay. Please give me some feed back on this. Thx.

      I am in need of dental care as well ..I am 56 and self employed..the cost of dental is astronomical! And as a single person trying to survive on my own I can not afford the prices dentist charge. Years ago dentist atleast had payment plans!

      My boyfriend is 27 years old has been suffering for years with no dental and no coverage, very low income and needs dental work all his teeth and falling out and breaking if anyone has any information that could help him please let me know I would love to try and get him some dental work done

      Just went to the dentist this week for a molar filling that disintegrated and a front filling that needed doing sometime. I was in the chair for less than an hour. Two sets of freezing. Two fillings with suggestions that the molar should be capped. Bill came to $774.50. I don’t have insurance, I’m 79 on pension, CRA just cut my OAS benefit by $800 a month so where am I supposed to find three grand for a cap? This Ontario things a fucking joke setting the bar at below $22000 income. At that level you’d already be on the street with no fixed address so therefore not eligible. Fix this Mr Ford or Mr Trudeau. Now!

      I’m a recipient of CPP and ODSP I have no dental plan but I’ve been suffering for years with receding gums and my teeth are literally falling out of My mouth! I have Crohn’s and not being able to eat makes life very difficult for Me! If anyone reading this has any information that can help I would truly appreciate it!

      My wife and I are supposedly covered by the Ontario Seniors Dental Plan but it has been over a year since we were accepted and we still have not been able to get an appointment. The Ontario plan is a farce. Hope that the federal one is better and that we can use our previous regular dentist with it.

      Cost is $1595 for root canal and another $1500 for a crown. My extended dental will only pay around $500 as I had a cleaning this year and xrays when will this benefit kick in?I may need to pay to have the tooth extracted as the cost to keep it isn’t feasible when on a pension.

      The Ontario dental plan is not fair for most seniors because only senior immigrants or seniors that never worked in Canada, are on welfare or ODSP will get covered because the supplement you get because you are already in poverty with CPP and OAS puts you over the qualifying amount. Give on one hand and take away on the other. First comment did not say before

      I had to cancel a dentist appointment earlier this month because I couldn’t afford the cost. A couple of days ago I broke a big piece off a molar and now my tongue is being cut and is hurting from the sharp edges of the metal filling. I have to go now, I have no choice. I have the appointment scheduled for a month from now. I sure wish the senior dental plan could be in effect by then 🙁

      I am in need of a bridge which I have no coverage for. The dentist put me on antibiotics for the infection and my tooth needs to be done soon.
      The quote is 3000.00 I am a senior of 75years of age and I don’t have that extra money.
      Is there any help I can get?

      I am in need of Dental Care and just wondering if as a senior when will I be able to get the work done. Will it be with my present Dentist or other places other than my present Dentist? If eligible will I have to pay first and then the government will reimburse me on my Income Tax or will have a card showing that I will be eligible.

      I have recently been approved for the disability tax credit and receive long term disability benefit through Sunllife Insurance. My application for CPP is in progress but not yet approved.       I’ve looked after disabled adults all my life. It doesn’t pay much. I’m 55 year old male and in the last 8 months half my teeth have fallen off. The root is still there and I’ve had 5 doses of antibiotics that haven’t worked. It’s painful to eat and drink as well. Can u help me please

      i am 63yrs of age and on cpp disabilitly, cpp widow pension, husbands work pension and guaranteed income supplement.total is 22,000 a year gross. without the guaranteed income supplement it is 17,500 a year… i have three cavities which two of them are visually noticable and all three hurt regularly, and possible tooth may need pulling due to a root canal and cap done 8 years ago… I can not come up with any money for dental work, due to cost of rents, food, portion of meds, etc. i have cut back on everything i can possibly do… is there any help out there for this… it would need to be full payment as i can’t afford nothing.. i live in ontario canada
